We'll find out how Douglas County is going to balance the budget today when County Manager T. Michael Brown presents his proposal at the commissioners' meeting in Stateline. The session kicks off with an hour-long closed session for negotiations with the county's employee associations. The open part begins at 1:30 p.m. Commissioners meet at the Stateline Transportation Center located on Highway 50.

Government workers should probably just dub this black Thursday, as Gov. Gibbons will be making his proposal for the state budget today as well. It's pretty well publicized that the governor wants state workers to take a 6 percent pay cut. The State of the State address is 6 p.m. and should be carried on the local channels.

The budget outlook may be gloomy, but it's still going to be sunny today, which isn't particularly good news either. There is a tiny cloud on the horizon, which may mean rain next Wednesday, but don't bet on it. Today's high is forecast to be 56. It's cold at night, though with forecasts in the 20s. It's 17 degrees in Minden and 19 degrees in Genoa.
