Design review for a new building for Greater Nevada Credit Union will be before Gardnerville Town Board members 4:30 p.m. today. Other design reviews include one for the Gardnerville Town Water Co. and three buildings across from Raley's known as the Waterloo Center. The new credit union building will be located at its present site. The credit union will move out of its location while construction is under way.

Festival permits for the 97th annual Carson Valley Days, the Valley's oldest event, are on the agenda. The town board meets in the town hall, 1407 Highway 395.

Gardnerville will be a busy place for governance this evening, as the Douglas County Parks & Recreation Commission will meet at the Douglas County Senior Center at 6 p.m. Parks & rec commissioners will hear a presentation on the Douglas County Room Tax Fund, which supports parks, recreation, library and senior services. Also on the agenda continued work on the facilities and programs manual.

Nevada's oldest town will once more take up its discussion of new rental rules tonight. Genoans meet at 7 p.m. in the Genoa Town Meeting Room. Also on the agenda is a report on sewer problems at the Genoa Town Church and a plan by members of the Greater Genoa Business Association to build a platform in the town park.

Today will be mostly sunny with the high near 72 degrees. There will be a slight breeze of about 10 mph. The low will only drop down to about 37 degrees. There's still no moisture in the foreseeable future, according to the National Weather Service. That's too bad because the month of March accounted for just over half normal precipitation. The Carson River basin is running at about 54 percent of average for the 2007 water year and so far has received only 41 percent of the normal precipitation we receive over the course of the year. More importantly, the snow pack is running less than 50 percent of normal in the high Sierra. That means less surface water to keep the Valley green and that ranchers will have to dip into their groundwater irrigation rights
