County Comptroller Claudette Springmeyer told commissioners April 1 the award was a team effort.

"I always have to start with (County Manager) Michael Brown," she said. "He laid out the framework in 1997."

Springmeyer also thanked management analyst Heather Field and human resources technician Vicky Galloway for their assistance.

"I appreciate all their hard work," she said.
