Man admits failure to register as sex offender

A convicted sex offender faces up to four years in Nevada State Prison for failing to register with authorities within 48 hours of his arrival in Nevada.

Juan Delacruz, 50, was arrested March 22 in the 800 block of Arrowhead Drive where he was living at a construction site.

He was convicted in Texas in 1997 of indecency with a child and is considered at Tier 2 sex offender, at moderate risk to reoffend.

Delacruz said Monday in District Court he was on parole in California where he also failed to register as a sex offender.

He is in Douglas County Jail on $1,000 cash bail.

Delacruz also faces a charge of failure to appear in El Dorado County.

District Judge Michael Gibbons told Delacruz he may be returned to prison because of the prior offenses.

"I'm guilty. I didn't register," Delacruz said.

Nevada law requires that convicted sex offenders register with the sheriff's office within 48 hours of their arrival in a jurisdiction, even if they are just visiting the area.

An acquaintance of Delacruz said he'd arrived in the area in January.

District Judge Michael Gibbons ordered Crystal Moreno, 25, to appear in court for sentencing May 21, nearly three years after she was arrested following her daughter's stillborn delivery.

She pleaded guilty in 2004 to a felony charge of unlawful use of a controlled substance.

The offense carries a penalty of mandatory probation with an underlying sentence of up to four years in prison and a $5,000 fine.

Moreno had been accepted in drug court, but was removed recently because of repeated violations.

"She doesn't see any reason to go back or try to go back to drug court," said Moreno's lawyer, Jennifer Yturbide. "It appears she had substantial compliance for a number of months and a couple of incidents resulted in jail time."

She was arrested in May 2004 at Carson-Tahoe Hospital after she tested positive for methamphetamine and marijuana.

She was not charged with her baby daughter's death because prosecutors said there was no way to prove she intentionally used methamphetamine to kill the fetus.
