Negotiations are underway between Monterra owner Mike Pegram and Douglas County for construction of a segment of Muller Lane Parkway.

There are 118 lots to be built as part of the project, depending on when the Parkway is extended. The project is located between the northern boundary of Winhaven and the Bently fields.

“We’re so close,” Chief Civil Deputy District Attorney Doug Ritchie told commissioners at their Dec. 21 meeting.

One of the things delaying the effort is approval of a conditional letter of map revision by the Federal Emergency Management Administration.

Pegram’s attorney Sev Carlson said he agreed with Ritchie, but that they require federal approval to build the road.

Neither Carlson nor Ritchie were quite ready to reveal their cards at the commissioner’s meeting.

“The road will be paid for in one form or another,” Carlson said. “I don’t want to disclose details until we can present it in whole.

Negotiations between the county and the developer of the former Ashland Park are also underway and resulted in the delay of the final map for that project until 2024.

Muller Parkway has been on the book as an alternate route around the northeastern side of Minden and Gardnerville for more than 30 years.

Portions of the route have been built from Highway 395 east to Monte Vista and from Toler Lane south almost to Stodick Parkway and from Grant Avenue to Pinenut Road.

Besides the Monterra and Ashland Park segments, Douglas County is obligated to build two lanes of the parkway across Park Cattle Holdings land linking Monterra to Ashland Park. The developers of the 1,020 Virginia Ranch project are required to build the parkway from Grant Avenue north to Toler Lane.

While proposed as a bypass around Highway 395 through Minden and Gardnerville, under current approvals trucks are prohibited on the Parkway.
