 On 3/17/2022, the Douglas County Board of Commissioners INTRODUCED the following ordinance: 

ORDINANCE: 2022-1597 

TITLE: Ordinance 2022-1597, an ordinance amending Douglas County Code, Title 13 Parks, Chapter 13.04 Parks and Recreation Facilities Use and Regulation to clarify the authority of unincorporated towns within Douglas County to administer and manage town parks and recreation facilities within the boundaries of the respective towns, clarify the emergency authority of the Parks and Recreation Director or applicable Town Manager over park operations in times of emergency, make various clarifications regarding dogs in park facilities, and provide for all other properly related matters. 

SUMMARY: Ordinance 2022-1597 amends Douglas County Code, Title 13 Parks, Chapter 13.04 Parks and Recreation Facilities Use and Regulation to clarify the authority of unincorporated towns within Douglas County -- currently the Towns of Genoa, Gardnerville, and Minden – to administer and manage town parks and recreation facilities within the boundaries of the respective towns. The currently existing unincorporated towns within Douglas County are all obligated to provide parks and recreation facilities and related services to residents, and operate such facilities. This ordinance is intended to formally codify town authority to administer and manage town park and recreation facilities consistent with past pattern and practice. The ordinance also amends Title 13 consistent with the recommendations and approval of the Douglas County Parks and Recreation Advisory Board to clarify the emergency authority of the Parks and Recreation Director or applicable Town Manager over park operations in times of emergency and make various clarifications regarding dogs in park facilities. 

The 2nd Reading of this Ordinance will be held on 4/7/2022.
