Budget, water rates on county's evening agenda

Douglas County commissioners have scheduled an evening session Thursday to discuss two hot-button issues: the 2010-11 budget and consolidation of the county-operated water districts.

Commissioners convene at 1 p.m. at the old courthouse for the regular meeting. They are to adjourn between 5-5:30 p.m. and return to take up the evening agenda.

"We wanted to make sure that people working during the day have an opportunity for input," Commission Chairman Mike Olson said Monday.

"We want working families to have a chance to have a say-so. We want their input. This is not a secret collaboration."

The board is facing a May 17 deadline to submit a balanced budget to the state.

A deficit of $2.5 million is estimated, and commissioners have said they didn't think they could balance the county's $123 million budget without layoffs.

Commissioners have set aside 45 minutes to take public comment on the proposal to consolidate the water enterprise funds.

They will take no action on the item.

The proposal has generated public comment from residents concerned about the increases in their water rates.

The board has scheduled public hearings June 3 and June 17, with adoption proposed at the second hearing.

The new rates would take effect July 1.

Other agenda items include a request from Carson Valley Visitors Authority to approve their original request for $2 million in insurance for this season's motocross track adjacent to the county fairgrounds and transfer station.

As part of their permit process, the county ordered organizers to have $5 million in insurance.

The board also has set aside 45 minutes to discuss a development application and zoning map amendment from Peri Enterprises for nearly 60 acres at Pinenut Road east of Highway 395 and southeast of the future Muller Parkway.
