The R-C Morning Report

A former Bay Area Rapid Transit cop accused of shooting a prone man in the back on New Year's Day was taken into custody in Zephyr Cove on Tuesday night, according to a the Douglas County Sheriff's Office. Johannes Mehserle, 27, is in custody of the Douglas County Sheriff's Office after he surrendered peacefully on a warrant for homicide issued out of Alameda County Superior Court. He is being held without bail pending an extradition hearing.

Admitted pot farmer James Gilbert is back in Carson Valley and is scheduled to appear in East Fork Justice Court today. A warrant was issued for Gilbert in connection with a raid on a Gardnerville Ranchos home that resulted in the arrest of David Knapp. Gilbert allegedly aided Knapp in the marijuana grow operation found in Knapp's garage.

East Fork Water Master Julian Larrouy knows how badly the Sierra need moisture and he's not seeing much coming. Larrouy says Ebbett's Pass is the place to check the health of the Carson River and it's not good. The telemetry is showing only three feet of snow on the pass, which contains about 10 inches of water. More telling, high temperatures have been well above melting, which is cooking the snow down. Ebbetts is supposed to receive 56 inches during the water year. While it's received much of its 19 inches so far for the year, half of that has melted off already.
