I admit. I went to the Walmart located in Douglas County once. They offered one item I had been looking for. With two - yes only two items in my hand - I headed toward the only express check-out stand. As I arrived I found a lady with a shopping cart over filled with items. I ask her why she was in this lane and she informed me that express check-out was the only one you could buy cigarettes at. I went to the customer service desk and asked if this policy was correct, and told yes, cigarettes are only sold at the express check-out.

I handed them my two items, walked out of the store and have not returned.

With a policy like this, why shop at Walmart?
