Incumbency: Candidate for office

Education: Higuera attended Oakland City College and graduated from Ogden Operational Engineering School and from the U.S. Army Southeastern Signal School.

Record of service: Higuera currently serves on the Douglas County Parks and Recreation Commission. He also served as Treasurer of the Douglas County Education Foundation for five years and was also a member of that organization's Tourism and Marketing Committee. He was the co-founder of the Carson Valley 10K and of Carson Valley Heritage Days. He also served on the committee for the March of Dimes WalkAmerica.

Honors: Higuera has been honored twice with the Sertoma "Service to Mankind" Award and has twice been named Business Person of the Year by the Carson Valley Chamber of Commerce. KGVM Radio was also named Business of the Year by the chamber. Higuera and KGVM received letters of commendation from the Douglas County Board of Commissioners and from Governor Richard Bryan for the role played in providing vital information to the community during the flood of 1986 and from the Commissioners again for coverage during the 1997 flood.

Platform: "Douglas County faces many challenges today, including growth management, protecting and expanding our economy while preserving our rural character and addressing residents' concerns about water, public safety, roads and infrastructure. Finding additional funding to expand County services, including funding for a new senior center, is an on-going challenge. Visiting local neighborhoods in the last several weeks and listening to concerns residents have expressed to me, coupled with my experience covering the local news for 18 years, makes me well-acquainted with the issues facing Douglas County. I believe that in order to find solutions to these issues, we need positive leadership, sound direction, public involvement, continuing fiscal responsibility and improved communication between residents and local government.

I have demonstrated leadership both in business and in the community and I pledge to do what is right for the people of Douglas County. If elected, I will work full time as Commissioner. I will listen to your concerns and you will have a voice in decision-making.

I care about Douglas County. I care about its future and I would consider it a privilege to work not only to preserve the quality of life we all love so much, but also to improve it. I hope to earn your support and your vote on Nov. 7.
