From a management point of view, I am in agreement with the legal opinion which assigns detailed zoning decisions to the county commissioners: Imposing an annual cap on new housing construction fails to provide the flexibility necessary for efficiently managing growth from year to year.
However, this will not stop me from voting in favor of the Sustainable Growth Initiative should it be approved (and I hope it is) for the ballot. SGI came about because many Douglas County residents perceive the commissioners failed to effectively follow and implement the master plan. When elected officials fail to provide the means to achieve an agreed upon end (preserving the quality of life in the Valley), it is up to the voters to send them the message in the strongest possible terms.
