Commission considers casino

County commissioners will consider plans for a Gardnerville casino, care center and emergency rent ordinance at the regular meeting Thursday.
Commissioners meet at the Douglas County Administration Building, 1616 Eighth St., Minden at 1 p.m.
On the agenda is a proposed European villa design hotel/casino on 187 acres at the former Matley Ranch at Pinenut Road and Highway 395, just south of Gardnerville.
Developer Butch Peri requested a continuance at the Sept. 5 commission meeting to work out details for providing housing for casino workers, a condition set by county planners.
Peri is negotiating an agreement with the Washoe Tribe to use part of their land for the casino and subsequent employee housing.
The agenda item for the commission is the request – already rejected by the Douglas County Planning Commission – for a zoning change to allow a commercial gaming district overlay, the designation termed by planners, for the proposed casino.

Peri would not comment on the issue Tuesday.
The main issue, according to a county staff report to the planning commission, is a concern about the housing shortage in Carson Valley. County officials estimate the availability of affordable housing is less than 3 percent, and asked Peri to designate 10 to 16 acres within the development for multi-family housing to make room for more than 190 units.
If approved, the first construction phase for Peri’s project would start next April, with a scheduled finish to a second phase in November 2006.
In other business, the commissioners will consider:
n A rezone request from office commercial to mixed use commercial at 806 Tillman Lane, formerly home of the Cottonwood care Center.
n Progress made on the county’s effort to address rent increases at Tahoe Shores Mobile Home Park in Lake Tahoe. Residents had requested an emergency rent ordinance and commissioners could impose such an ordinance on the entire Tahoe Township if differences can’t be resolved with the owners of the mobile home park and residents.
n A variety of leases at the Minden-Tahoe Airport for splitting up hangar space.
n Festival permits for the Christmas Village & Craft Faire for the Town of Minden.
