Douglas County is governed by the Board of County Commissioners, which regularly meets on the first and third Thursday afternoons of each month. The comptroller's department is responsible for posting all financial entries of the county, unincorporated towns, and East Fork Fire & Paramedic Districts. It posts and transmits all taxes collected in Douglas County to the school district, general improvement districts and the State of Nevada. It also audits and pays bills of the county, processes the payroll and prepares all financial reports for distribution to various departments and to the county manager. Various quarterly reports for the Department of Taxation are produced for publication as mandated by state law. All grants and revenue bonds are monitored, and, in addition, internal audits and room tax audits are conducted through this office. The county's capital improvement plan, debt schedule and bonded indebtedness are coordinated and monitored by the comptroller's office. In addition, this office is responsible for coordinating the budgeting process with the towns, East Fork Fire & Paramedic Districts and all county departments. The process includes working with elected officials and department heads and presenting budgets to the county commissioners for approval with final submission to the State Department of Taxation. This position is appointed. In addition, the comptroller oversees the Human Resources Division (see below) and Information Systems, Purchasing and Facilities Operations departments.

Animal Control Shelter

The Animal Control Shelter is located at 921 Dump Road, across from the Douglas County Fairgrounds off Highway 395 south of Gardnerville. The department's function is to protect the health and welfare of the community and that of visitors by maintaining rabies control and enforcement programs. Educating children and adults in the community on rabies prevention and responsible pet ownership is a big part of this department. The shelter continues to successfully adopt out strays and unwanted dogs and cats. A caring volunteer program is partly responsible for this success. Anyone interested in volunteering to help with animals in many different ways should contact the shelter. Officers handle a variety of calls ranging from dogs-at-large to cruelty investigations. Rabies quarantines are also performed for a 10-day observation on all animals that have bitten humans. The animal shelter issues dog licenses to all dogs residing in Douglas County, current rabies vaccination certificates are necessary to process the license. Dog licenses are available at all of the sheriff's substations. One-year licenses are $24 for unaltered dogs and $6 for altered dogs. Early renewal (with discounted rates) along with two- and three-year licenses are available (be sure to provide rabies and sterilization certificates). Shelter hours are Monday-Sunday, 9 a.m.-6 p.m. Closed on major holidays Aluminum cans are collected all year as a fundraiser.

The East Fork Swimming Pool District operates the Carson Valley Swim Center. The facility has four indoor pools with a waterslide and activity toys (slide pool kept at 86 degrees) which are open year-round and two outdoor pools which are open May-October. The indoor pools are a 25-yard-by-25-meter, L-shaped, six-lane pool with high and low dives; an activity pool for children 2-12 years of age, kept at 86 degrees, and a 92 degree warm water pool for disabled, tots and seniors. A separate changing area is available for those with special needs. Other programs offered at the pool include public swimming, exercise classes, lap swimming, programs for the disabled, master swim team, scuba lessons and children's and adults' swim lessons. The pool is the home of the Douglas Dolfins Swim Team (see Youth Groups listing). Special events, such as swim meets and birthday parties, are scheduled. Exercise machines are also available for adults who pay to use the pool facilities. Voted "best place to take the kids."

The district attorney is a licensed attorney and an elected official. This officer serves as the county's public prosecutor for criminal and juvenile matters. The office represents county commissioners and other county or township officials in civil matters. By state law, the district attorney is also responsible for collection of child support payments. The recorder's office is separated into two offices, with the Recorder an elected official. The recorder's office is responsible for recording all documents relating to land, such as deeds, deeds of trust, liens, maps, etc. This department also records all certificates of marriage from applications obtained in Douglas County. The records management department was designed to provide storage of county records in a climate controlled, secure area and is in charge of microfilming records for the county.
