Kyndall trees dying

Many trees on Tillman by Kyndall Street in the Ranchos are dying for lack of water, and due to being choked by sagebrush and weeds. I asked Gardnerville Ranchos General Improvement District about this, and was advised that the homeowner is responsible to maintain those areas (separated by stone walls). It is not only a shame to see so many dying trees, but it is also an eyesore to the area. I know nothing about tree landscape, but would be happy to help a community group (service club, boy scouts?) willing to take this project on.
