Manager candidates coming to town

Seven's supposed to be a lucky number, so perhaps having seven candidates for Douglas County manager will prove fortunate.

On Monday and Tuesday the candidates will meet with, and be grilled by, county residents who haven't had to conduct a nationwide search for a manager in 20 years.

Candidates will spend most of Monday undergoing interviews with community and internal advisory panels.

A reception where the candidates can meet the public is 5:30 p.m. in the ballroom of the Carson Valley Inn.

On Tuesday, the candidates will spend the morning touring Douglas County. They will get to speak with individual commissioners 1:30-6 p.m. before they head back home.

"We are confident this selective process will help us determine the best candidate and fit for Douglas County," said Human Resources Manager Norma Santoyo. "Allowing feedback from others in the community who feel strongly about the position will also give us a different perspective and give the candidate a good representation of our community."

Formal interviews with county commissioners are set for Aug. 18, with final candidate selection scheduled for Sept. 4, in order to have the new county manager start in October.

Commissioners are seeking to replace County Manager Steve Mokrohisky, who left the county to become Lane County, Ore., administrator in April.

Mokrohisky came to Douglas County in 2009 from Milwaukee, Wis. He became county manager in August 2011 with the departure of T. Michael Brown, who relocated to Hillsboro, Ore.

Brown was assistant manager under Dan Holler, who was manager from 1996 until 2008. Holler took over for Julio Avael, the last county manager to be hired after a national search.


Christine Vuletich

Richard Benson

Current: Mariposa County Administrative Officer, Mariposa, Calif. (since 2006).

Previous: Deputy County Administrative Officer (Analyst III), Kern County, Bakersfield, Calif. (2000-06); Business Manager, Kern County Waste Management Department (1997-2000); Special Districts Coordinator for Kern County Engineering/Survey Services (1990-97); President/Executive Director for Junior Achievement of Bakersfield, Inc. (1982-90).

Education: Masters of Business Administration, California State University, Bakersfield (1991); B.A. Economics, University of Toledo, Ohio (1977).

Mary Lou Brown

Current: Grand Island, Neb., City Administrator (since 2010).

Previous experience: Finance Director and City Treasurer, Grand Island (2009-11); Director of Bankruptcy Claims, Adelphia Communications, Englewood, Colo. (2005-09); Senior Director of Human Resource Operations, Dex Media, Englewood, Colo. (2002-05); Senior Director of Financial Planning and Analysis, Qwest Communications Inc., Denver, Colo. Curtis Calder

Current: Elko City Manager (since 2003).

Previous experience: Director of Human Resources, city of Elko (1998-2003); Acting Manager of Human Resources, City of Elko, (1998, 1993-94); Personnel Coordinator, Airport Authority of Washoe County (1993, 1994-1998).

Education: MBA University of Nevada, Reno (1993); Bachelor of Science in Business Administration, University of Nevada, Reno (1990); Professional Development Certificate in Human Resources Management, University of Nevada, Reno (1995).

Note: 1985 graduate of Albert Lowry High School, Winnemucca.

Clarence Loy "Charlie" Cassens

Current: Lake Havasu, Ariz., City Manager (since 2009).

Previous experience: Communications-Intergovernmental Affairs Manager (2005-09) and Public Information Officer (2001-05), Lake Havasu; Public Affairs Administrator, Engineering and Planning Technician III and Engineering Public Services Technician, Otay Municipal Water District, Spring Valley, Calif. (1987-2001); Distribution Systems Engineer, Senior Engineering and Graphics Specialist, Lower Colorado River Authority Distribution, Austin, Texas.

Education: John F. Kennedy School of Government, Harvard University; Advanced Public Executives Program, Arizona State University; FEMA Emergency Management Institute, Emmitsburg, Md.; Civil Engineering and Land Surveying, San Diego State University.

Timothy Hacker

Current: Interim Las Vegas Director of Parks and Recreation (since May).

Douglas County commissioners will hold interviews with the final seven candidates next week:

Monday — 7 a.m.-5 p.m.; community advisory interview panels and internal advisory interview panels; 5:30-7:30 p.m., social reception, open to the public.

Tuesday — 7 a.m.-noon, community tour; 1:30-6 p.m., individual commissioner discussion.

Aug. 18 — Board of Commissioners formal interview.

Aug. 21 — Board of Commissioners final candidate selection.

October — Possible start date.
